Meet Judica
Judica is the judicial branch: the part of a group that settles what a rule actually means when two people disagree, without writing new rules or enforcing anything herself. A companion to Meet the Civix, giving Judica her own spotlight through a riddle-style question-and-answer cadence that works out one real dispute over the same "quiet hours" rule, taught through a fully generic, made-up town, with zero reference to any real country, political party, leader, law, or current event. This is structure, never a stance.
Two neighbors knock the same night, both certain they are right, one says the rule got broken, one says it stayed inside the light, I'm Judica, I never pick a side, I open the rule and read, what did the written words really say, is all I need to heed, does quiet hours mean no sound at all, or only sound too loud, a hummed lullaby and a blasting drum are not the same crowd, I ask what the rule-makers meant the day they wrote it down, I ask what a fair neighbor hears, standing on the same ground, the drum kept the whole block awake, the lullaby let them sleep, one crossed the line the rule drew, the other stayed soft and deep, I do not write a new rule here, I only explain the old, my answer is not a guess, it is the meaning I finally hold, the drummer turns it down tonight, the singer gets to stay, both neighbors hear the one same rule, explained the same clear way, I settle what a rule means when two people cannot agree, I write no rule and walk no street, I only help two sides see.
